Bridging the Climate Change Policy Gap
The Paris Agreement recognizes that achieving the necessary reductions in greenhouse gas emissions will require investments of staggering magnitude. The private sector stands ready to contribute, however is facing different barriers to invest. The Paris Agreement lacks clear and direct provisions on how to generate and support the needed investments. And, it does not include an enforcement mechanism. There appears to be a policy gap.This one-day conference will discuss whether international law could be used to bridge this policy gap and to fulfil the promise of Paris. Further, could international arbitration be used to safeguard the needed investments and enforce global climate change mitigation goals?
